BMC Proposes Permanent Ban on Aditya Dhar’s B62 Studios Over Repeated ‘Dhurandhar 2’ Shoot Violations

The Brihanmumbai Municipal Corporation (BMC) has taken a stern stance against B62 Studios, the production house spearheaded by National Award-winning filmmaker Aditya Dhar. Citing a pattern of “repeated violations” of civic and safety norms, the BMC’s A Ward office has officially recommended a permanent ban on the studio from seeking future filming permissions in Mumbai.

The controversy centers on the production of the high-octane spy thriller Dhurandhar: The Revenge (also known as Dhurandhar 2), starring Ranveer Singh. The film, which has been shooting across various locations in the high-security South Mumbai district, now faces significant legal and administrative hurdles just weeks before its anticipated release.

In a formal letter addressed to the Deputy Municipal Commissioner (DMC) of Zone 1, the A Ward Office detailed a series of blatant regulatory breaches. According to civic officials, the production team has consistently ignored the specific conditions laid down for filming in the sensitive Fort and Ballard Estate precincts.

The latest recommendations for action include:

  • Permanent Blacklisting: The A Ward office has requested that B62 Studios, along with individual applicants Komal Pokhriyal and Nasir Khan, be barred from applying for shoot permissions through the Maharashtra Film, Stage and Cultural Development Corporation’s single-window portal.
  • Financial Penalties: A fine of ₹1 lakh has been proposed for unauthorized filming on a building terrace and for deploying two generator vans without the requisite civic approvals.
  • Forfeiture of Deposit: The BMC has already moved to forfeit the production’s ₹25,000 security deposit due to non-compliance.

The push for a ban follows a string of incidents that have alarmed both civic authorities and the Mumbai Police. On February 1, 2026, an FIR was registered at the MRA Marg Police Station against the film’s location manager after a drone was flown without permission in the heavily guarded Fort area. The zone, which houses critical government and financial institutions, is a strictly monitored “no-fly” area for unauthorized unmanned aerial vehicles (UAVs).

Despite a subsequent warning, the production allegedly committed further breaches. During a night shoot on February 14, police intervened after receiving complaints about the use of lit torches (Mashals) and flammable materials near heritage structures. This occurred despite explicit written assurances from the production team that no fire-based props would be utilized on set.

BMC officials have expressed frustration over the production house’s perceived disregard for public safety. “The film set completely violated the police department’s terms,” a senior BMC official stated. The use of firecrackers and open flames in densely populated heritage zones poses a significant fire hazard, leading the authorities to seize five lit torches from the set during the late-night operation.

While the production team reportedly assured the BMC that future fire sequences would be created using VFX (Visual Effects), the A Ward office remains unconvinced, citing the studio’s history of “knowingly disobeying lawful orders.”

The proposed ban could have a ripple effect on the film’s final production schedule. Dhurandhar 2 is the sequel to the 2025 blockbuster Dhurandhar, which became a global box-office sensation. The sequel features a star-studded cast including Ranveer Singh, Sanjay Dutt, Arjun Rampal, and R. Madhavan.

The film is currently slated for a worldwide theatrical release on March 19, 2026. If the Deputy Municipal Commissioner approves the permanent blacklist, B62 Studios will lose its ability to film anywhere in Mumbai, potentially forcing the makers to relocate any remaining patchwork or promotional shoots outside the city.

As the news of the proposed ban spreads, the industry is watching closely to see how Aditya Dhar and B62 Studios respond to these serious allegations. Neither the director nor the production house has released an official statement as of Tuesday morning.
